The Ministry of Finance has announced that, effective April 1, 2026, value-added tax (VAT) export rebates will be eliminated for 33 categories of stone products, including marble, granite carvings, and processed slate, thereby ending the “resources-for-orders” model. In the short term, costs for rough-processing enterprises will rise by 3%–5%, and order risks will increase; in the long term, this will drive industry upgrading, accelerate consolidation among leading enterprises, widen the price premium for high-value-added products, and prompt small and medium-sized enterprises to shift toward “small but exquisite” niche markets.
